‘eye for an eye, two soldiers for 61 civilians’

The Old Testament principle of "an eye for an eye, a tooth for a tooth" is not about retribution, but about limiting retribution. The punishment should never exceed the crime. If I knock out your tooth, you can't poke out my eyes. If Hezbollah kidnaps two of your soldiers, you can't bomb the airport, power plants and roads leading to Syria or kill over sixty civilians! This kind of over-reaction is exactly what the "eye for an eye" law was meant to prohibit!
