Rebuilding after Sandy: resilience or hubris?

My only problem with people building in dangerous areas is how state government subsidizes and ENCOURAGES this by forcing inland populations to pay part of the insurance costs. This is true in North Carolina and I believe South Carolina as well. The Outer Banks and places like Charleston have cheaper insurance rates courtesy of people living hours from the coast. Just another example how government is the main conduit for transferring wealth to the rich.
